The Marota City project has entered a decisive phase as the Damascus Governorate has officially started today to disburse compensations and rent allowances to those entitled, in implementation of the recently issued statement.
This development has ended a period of anticipation and opened the door to a new stage of legal and regulatory stability, offering unique real estate opportunities in the heart of Damascus.
Decree 66: A Regulatory Vision for Preserved Rights
To understand the essence of the project, it is necessary to refer back to Legislative Decree No. 66 issued on September 20, 2012.
Decree No. 66 was not a tool for expropriation, but rather a regulatory framework for restructuring informal and irregular areas in Damascus.
Its main principle is to convert the original residents' properties into shared floor shares, guaranteeing up to 98% of their previous real estate rights.
The smart Marota City, located behind the Razi area in Mezzeh, represents the first practical application of this vision, with modern residential and investment towers and advanced infrastructure, obligating the governorate to provide alternative housing and rent allowances until delivery.
Details of Disbursement and Delivery Mechanism
According to the statement published by the governorate on its Telegram channel, the process of disbursing financial entitlements has officially started today. Here are the main points of the implementation mechanism:
- Payment of arrears: Full payment of accumulated rent allowances for previous periods.
- New compensation for the tenth year: A radical increase has been approved, reaching up to 35 times the previous value (for example: from one million to 35 million Syrian pounds for the beneficiary), to be paid in two installments every six months.
The process takes place at the headquarters of the Decree 66 Implementation Directorate, according to organized tables with the beneficiaries’ serial numbers. The governorate urges everyone to adhere to the specified dates to ensure smooth procedures.
An Integrated Package of Reforms to Guarantee Rights
In addition to disbursing entitlements, the governorate has approved a comprehensive set of corrective measures aimed at addressing past errors and building trust, including:
- Correcting errors: Comprehensive review of previous files and settlement of outstanding obligations.
- Expanding alternative housing: Increasing the number of plots allocated for it to 54 residents, with the necessary funding allocated for their construction.
- Increasing areas: Original owners receive a 13.9% increase in the allocated floor area.
- Ongoing urban activity: The competent authorities continue to issue building permits, the latest being for plot T99 designated for towers and high-rise residences.
- Legal transparency: Opening new real estate records for those affected, confirming their full right to litigation and objection, and facilitating direct execution procedures for owners who wish to do so.
